The Etna City Council appointed Adam Cox city manager. For a city of Etna's size, the job is everything at once: police oversight, finance, insurance, personnel, infrastructure, and a backlog of audit and compliance work.
Cox managed the city's day-to-day operations and worked the backlog down: audit catch-up, retirement-system and personnel fixes, and the cleanup of a long-neglected CDBG loan portfolio. He represented the city on the board of SCORE, the small-cities risk pool that insures rural California municipalities. He also guided the city through complex litigation arising from events that predated his tenure, reaching resolution on terms within the city's insurance retention.
