In the aftermath of the Dixie Fire, which destroyed most of Greenville, the Indian Valley Community Services District appointed Adam Cox as general manager. The district he took over had lost much of its town, its customer base, and its workforce, and faced the real prospect of financial collapse.
At the direction of the board that hired him, the district rebuilt. Every office and field position was filled within his first nine months, with licensed operators covering the water and wastewater systems around the clock. The district secured twelve million dollars in grants and state appropriations, including a $2.4 million Department of Water Resources award that rebuilt Greenville's fire-damaged water distribution system at no cash cost to the district. Cox packaged a five-million-dollar FEMA portfolio under disaster declaration DR-4610, including a capped Alternate Project that redirected a damaged treatment-plant claim into the wells and storage the recovering town actually needed. He led the district's settlement negotiations with PG&E over Dixie Fire damages; the district later announced a multimillion-dollar result. The first phase of a new public safety complex bid 38 percent under its approved budget.
The rebuilt systems, the funded projects, and the staff serving Indian Valley today are the record of that work.
